MANDATORY Open Enrollment October 20 – November 14

Classified/Management will be transitioning from MCSIG to SISC Effective 1/1/2026. Plan year for medical, dental, and vision will be 1/1/26-9/30/26. Beginning 10/1/2026 the plan year will be from 10/1-9/30 thereafter.

All Employees MUST enroll in a new plan, Waiver of Anchor Bronze Enrollment (WABE) or opt-out (if eligible) and provide proof of relationship if enrolling dependents. If you do NOT take any action, you will automatically be enrolled in Plan D 80-M $40 with single coverage, and any dependents under current plan will be dropped.

To make changes you will utilize Benefit Bridge website and American Fidelity Self-enroll, in person appointments or virtual appointments:

Benefit Bridge – to make changes or enroll/opt-out (must meet eligibility to opt-out of medical) in Medical, Dental, Vision, Madison National Life/MetLife (Voluntary Life/AD&D)

American Fidelity – to make changes or enroll in Flex spending accounts or Disability and other supplemental insurances:

  • Self Service option:

  • In person appointment with an AFA agent:
    • SLO - 11/3-11/7, 11/13 and 11/14 8:00am-4:00pm
    • NCC - 11/3 and 11/7 8:00am-4:00 pm

Medical:

  •  Transitioning from MCSIG (Anthem Blue Shield) to SISC (Anthem Blue Cross)

  • Waiver of Anchor Bronze Enrollment (WABE) – this option will allow you to waive medical coverage at Cuesta College and have primary insurance elsewhere and retain access to WABE specific Added Value Programs (must provide proof of coverage to enroll in WABE and sign a declination of coverage form)
  • Opt-out options to be eligible for opt-out fringe ($225/Classified and $265/Management):
    • Currently employed below 90% FTE and have coverage elsewhere; OR
    • Enrolled in Medi-Cal, Medicare Plan A and B, TRICARE, and Covered California and receiving a related subsidy (MUST submit proof of coverage and proof of subsidy for Covered California plan)

Dental:

  • Rates remain the same
  • Allowances for all plans are increased by $500
  • Deductibles are being eliminated

Vision:

  • Rates remain the same
  • The frame allowance under VSP will increase from $270 to $320 (featured brands) and $250 to $300 (all brands)
    Light Care Benefits are being added, this will allow the frame allowance to be used for non-prescription blue light and sunglasses 

Voluntary Accidental Death and Dismemberment (AD&D) Insurance and Life Insurance:

  • Cuesta will be transitioning from MetLife to Madison National Life
  • If no changes are made, current enrollment will transition over and will remain the same 

Cuesta College is pleased to offer a comprehensive benefit package to our part-time and full-time classified/management members. You have many options for medical insurance available as well as an opt-out option. Please review the information below carefully and completely. 

2026 medical, dental, and vision insurance plan year will run from January 1st to September 30th and starting October 1st, 2026, plan year will be October 1st through September 30th.

There will be one Open Enrollment period for all insurance coverage each year during summer, approximately June through August.

Medical, dental and vision coverage is available for spouses/domestic partners and dependent children (up to the age 26).

The fringe contribution is a District provided amount designed to offset the cost of health and welfare benefits for each qualified employee and their eligible dependents. Please see the Collective Bargaining Agreement (CBA) for more information on this contribution. 

Employees are eligible to opt-out of the medical plan if you fall under these categories:

  • Currently employed below 90% FTE and have coverage elsewhere; OR
  • Enrolled in Medi-Cal, Medicare Plan A and B, TRICARE, and Covered California and receiving a related subsidy (MUST submit proof of coverage and proof of subsidy for Covered California plan)

If you chose to opt-out you will receive a lower amount in fringe that you can use towards dental, vision, life or AD&D coverage, investments or American Fidelity Plans (such as disability, cancer, life, flexible spending accounts, etc.). Classified members that opt-out get up to $225/month in fringe. Management/Confidential members that opt-out get up to $265/month in fringe. Any unused amount will be forfeited.

Voluntary Accidental Death and Dismemberment (AD&D) Insurance and Life Insurance is available through Madison National Life. 

Life Insurance: As a new hire you are guaranteed up to two times your annual earnings not to exceed $100,000 with no health questions. If you are not a new hire and want to add life insurance during open enrollment, you will be required to complete a medical questionnaire. Additional coverage is available for family members.

American Fidelity offers a wide array of supplemental insurances including; Accident Insurance, Cancer, Disability, Life, and Critical Illness. AFA also offers Flexible Spending Accounts (FSAs), High-Deductible Savings Accounts (HSAs), and deferred compensation retirement accounts.

As a Cuesta College employee, you do not pay into California State Disability Insurance, however, disability insurance is available through AFA. We encourage you to consider your unique situation and any salary continuation needs you may have.

All newly hired employees must meet with an AFA representative to confirm the tax status for benefit deductions. Employees who do not meet with an AFA representative to elect into pre-tax deductions will be placed into post-tax medical, dental and vision deductions.
